Abstract
The article deals with problems of the world civilization, which, in the author’s opinion, are key in the era of transition to a new economy. Special attention is paid to the agriculture of the least developed countries relating to the assessment of environmental progress; in these countries, the increase in labor productivity is impossible without the growth of professional education of rural residents, and the transfer of new agricultural technologies to the uneducated population is ineffective. The contribution of the Asian countries to the world development is considered. They need a radical reduction in the intensity of energy and natural resources use to improve the quality of life of the population. The fate of the 21st century economy of the relates to the ageing and the solution of the problem of qualitative improvement of the social services system for the elderly population. The important problems of the global economy include the issues of labor for care. The possibilities of accounting for unpaid care work in the System of National Accounts and national estimates of the contribution of such labor to the GDP of a few countries are examined. It is concluded that the introduction of automatic indexation of retirement age is unfruitfulness in accordance with the increase in life expectancy and the conclusion about pension savings as the most important source of long-term capital.

Abstract
Information support activities is a critical task for any organization. However, the effect of automation of business processes is not always possible to allocate in improving economic performance. Therefore, the problem of evaluating the implementation or development of information systems is particularly important. It is very important to define its own set of key performance indicators and use integrated methods of evaluation for IT-infrastructure management and for understanding of effective directions of development of information technologies in organizations. The article illustrates the estimation of quality changes from implementation of information systems or technologies using the applied information Economics (Applied Information Economics, AIE). The authors present the rationale for the extension of this method by using expert assessments. The authors show the possibility of including the Delphic procedures in calculation method for the formation of a list of criteria, as well as the application of the method of the index group of expert opinion to determine the weights of the criteria. This method can be useful in the justification of the development or implementation of information systems in organizations.

Abstract
Serious transformations will take place in the economy of many countries in the XXI century under the influence of a powerful wave of a new technological revolution that is unfolding at the present time. According to scientists and experts, the new technologies will not only seriously change the image of many industries, but also affect the entire economic structure. This process, in turn, will lead to profound changes in the sphere of labour. The author considers various scenarios of labor market development, paying special attention to new professions that may appear and will be in demand, and which professions will be transferred to the category of expiring ones. The emergence of new professions makes new demands on the Russian education system at all levels and requires its modernization so that its reset will allow qualified workers to be trained for all spheres of the economy.

Abstract
The notion of inequality is studied in this paper. The author argues that an inequality (a no coincidence, difference, distinction) of objects is typical for the nature and society and exists objectively. He developed some technique for the level of inequality quantitative estimation and applies this technique to assess unequal socio-economic situation in the Russia’s regions. The study has shown that such inequality has a long history. It markedly deepened after 2000. There is a polarization of regions: at one pole, one may see a growing number of relatively more developed in economic terms, relatively more wealthy and successful subjects of the Russian Federation, at the other extreme, the number of relatively poor regions is increasing. The number of regions between these poles is decreasing.

Abstract
The analysis of existing methods of assessing the effectiveness of monetary policy and models for predictive diagnostics of economic growth, which allowed us to reveal their shared methodological and technical disadvantages was carried out in the article. It is shown that the methodological disadvantages include the fact that the complexity of monetary policy and the process of economic growth requires a special procedure for the selection of those monetary indicators, which serve as real drivers of growth, while today these figures randomly collected from available banking statistics. So, the activity of the central monetary institutions is modeled without reliance on modern institutional theory. Technical disadvantages include the use of models quarterly statistics, provoking serious gaps and differences in performance within year, as well as the fact that most existing proactive models use lags of 2-4 months, which allows you to talk about the effect of pre-emption only with a certain degree of conditionality. In the article the need for the development and use of more advanced pre-emptive indicators and models are shown.

Abstract
The article explores the evolution of the global economic system in the context of economic theories developed by Smith, Keynes, and Friedman and the impact of propaganda on that evolution. The influence of propaganda is evidenced by the uprise of the Keynes-Bernays model in the middle of the 20th century, followed by the neo-economic model the beginning of the 21st century in which propaganda is dominating. In this model supply and demand, as well as value added, quotations, prices, etc. are created by the flows of information. Furthermore, the article introduces the “rule of four parts” which is characteristic of the modern labor market in developed countries. The authors postulate the synergy between propaganda and economy, a phenomenon which requires further research.

Abstract
The article discusses the main issues of integration interaction of EEU member states in the context of provision of their national economic security. It is noted the general and the particular in the concepts and national security policies of these countries, also different conceptual approaches to the development of indicators of national economic security are marked. The basic contradictions in the integration processes of the Eurasian space are analyzed and there are given some suggestions to minimize them. It was indicated to the need of research work intensification on the problems of Eurasian integration taking into account the growth of global instability.

Abstract
The initiative of the big Eurasian partnership as a new format for the development of interstate interaction in the conditions of multipolarity within the existing legal norms and rules adopted by the international community in the period after the Second World War is analyzed; This form of partnership is based on the equality of interaction and sovereignty of each actor of international relations, excludes the formation of bloc thinking and the search / formation of the image of a potential enemy as a driving force of development and the obligatory consolidation of efforts against it around one or a group of countries; The authors point out that practically all the necessary institutions and mechanisms for the continuity of the implementation of this initiative have already been created, including ensuring international security and the sovereignty of every actor in international relations; At the same time, the authors emphasize the growing real resistance to the actual implementation of this partnership on the part of the US and the EU as proponents of monopolarism, incl. through propaganda and knowingly false information, the creation of explosive foci around the participating countries, fomenting the already existing historical contradictions between countries2 to direct interference in internal processes on the basis of the already deployed network of non-governmental organizations and the impact on the educational process.

Abstract
The article analyzes the problems and prospects of development of trade-economic relations between Russia and the EU. Since the collapse of the Soviet Union the European Union is trade partner number one for Russia, on the other hand, the Russian Federation is in different years is a third person or fourth most important trading partner for the EU. The author evaluates the development of mutual trade, considering the dynamics, the balance of products at the present stage. In addition, an assessment of investment cooperation of the Russian Federation with the countries of the European Union. Special attention is paid to the influence of political contradictions that have arisen in relations between Russia and the EU, and prospects for minimizing this negative influence.

Abstract
The article states that the most promising way of building Russia and Belarus into global value chains is to form them simultaneously with the development of technologies of the new industrial revolution. Such directions of neoindustrialization as the Internet of things, artificial intelligence, industrial robotization, additive production, new materials are considered. Also, a brief overview of the state of the world markets in these areas and the position of Russia and Belarus on them. It is concluded that it is necessary to create a special body at the level of the union state to form value chains in innovative areas and then spread them outside the union state.

Abstract
Results of the analysis of dependence of level of socio-economic indexes of the region (VRP, average per capita monetary income of the population, income of the consolidated budget of the territorial subject of the federation and number of the personnel occupied with research and development) from the level of profitability of activity of regional institutes of development are presented in article. The system of regional institutes of development representing set of the interconnected elements is developed: factors of the external environment, subject, object and methods of management. Realization of this system will allow to raise indicators of efficiency of regional institutes of development and to reach positive social and economic effects at the level of the region. Realization of the developed system of regional institutes of development will promote increase in level of regional development of subjects of the Russian Federation, will allow to develop the most perspective grow also the directions of regional economy.

Abstract
Possibility of regional sovereign funds world experience using in Russia is dealt with in article. It is expected that these funds resources might arise from three sources: part of mining revenues, part of land stock in government ownership and so called northern allowances following the example of Alaska. It is indicated that high proportion of land in government ownership does not contribute successfully to the development of region.

Abstract
In the article the problems of formation and functioning of banking systems of the EAEU member States, their common features, peculiarities of development associated with the weak competitiveness of banks of individual countries and their involvement in the creation of a single banking market, harmonization of banking legislation and regulation of the banking business. This paper shows the directions of improving the banking activities of the EAEU countries and the development of the balance of banking services. Abstract
The paper shows that the Bank of Russia current interest rate policy is not efficient in conditions of balance accounts recession. Inflation slowing in 2016-2017 is not driving by the Bank of Russia monetary impact measures, but by such factors as speculative capitals inflows, and pressed by it ruble’s revaluation, consumer and investment demand decrease, banks low credit activity. In financial sanctions situation, external inflow of speculative capitals intense pressure on ruble, and balance accounts recession the Bank of Russia should change the monetary policy tools, and enhance coherence of monetary, fiscal, and debt policies. It’s desirable for the Bank of Russia to deploy the financial repression mechanism under quantitative easing program, which approved by the State Duma in the third reading in April 2017. In middle term it allows to form conditions for the Russian economy transition to economic growth, to anchor long term inflation expectations, to resolve the bad debts problem, and to induce the bank’s credit activity for real economy.

Abstract
The article examines the scientific strategy of the United States. Particular attention is paid to the expert role of science in this country, as well as the role of scientists in the development of strategic forecasts for government agencies and major corporations. It is shown that American and world science are at the point of bifurcation, in which a choice is made between the accelerated development of virtual space and the digital economy and innovative strategies aimed at the real sector, the environment, and the individuals.
