Abstract
On April 29, 2016 marks the 20th anniversary of the adoption of the State Strategy of Economic Security of the Russian Federation. It began to work in a difficult period of formation in Russia of new socio-economic relations. A number of industrialized countries and major international corporations tried to use the difficulties of development of the Russian Federation and, the weakening of its position in the world economic space in their economic and political interests, which conflict with the interests of Russia and its economic entities. The aim of the Strategy was to protect the development of the Russian economy and welfare of the citizens from internal and external threats. It was assumed that the Strategy will work during the period of economic transformation, which will last from three to five years. It’s time to elaborate and adopt a new State strategy of economic security of the Russian Federation. The article contains results of the author’s analysis of the National Security Strategy, the State Strategy of Economic Security of the Russian Federation and of the Russian Federation law «On security». Rely on these documents and based on the study of contemporary threats to security of Russia, the author offers to include in the text of the State Strategy of Economic Security of the RF the following sections: 1) general statements, 2) securable objects, 3) threats to economic security of the Russian Federation and, 4) the sources of threats and threatening actors, 5) responsible for the protection (guardians) and their responsibility, 6) means, tools and methods of protection, 7) conditions and time of their application, 8) indicators of threats and of a level of security, 9) monitoring threats and security.

Abstract
The article analyzes the political reasons for the imposition of economic sanctions against Russia and the consequences of the Russian embargo to report on them. The main purpose of the article - to show how justified the expectations that were associated with the introduction of sanctions against Russia kontrsanktsy and how they impact on the micro and macro level. Naturally, they could not help but reflect on the position of the ordinary consumer and the position of banks, firms, investments and the dynamics of economic growth. Kontrsanktsii led to the restriction of imports of consumer goods, so the article is based on import substitution - trade balances of consumer goods in Q3 2015 compared to Q3 2014 The dynamics of prices for electronic goods, automobiles and real estate. The economic crisis has hit the tourism. The cost of traveling abroad for Russians increased by 50% or more. Changed the main streams - greatly increased domestic tourism in general, and in southern Russia in particular. However, he also made the Russian attractive for foreign tourists. As a result of significantly increased tourism from Asian countries.

Abstract
Article shows the two poles of the debates about economic policy - the supporters of the liberal market concept and those who propose other models of development, aimed at creating conditions for improving the formation of the basic industries of the new technological order. The experience of the Kaluga region on creation of a new economic order is illuminated. Horizontal and vertical tools of industrial policy are specified. Programs of development of lean production are presented, the experience of the creation of new production systems in Russian companies is considered.

Abstract
The article investigates issues of the modern international monetary system occurred due to dollar’s domination, and relevant forming risks for states members, and exams suggested measures for their elimination and solution. IMF inclusion of renminbi into the SDR currency basket is a step forward creation of the new multi reserve currency system. The IMF’s verdict is a compromise as such. On one side, its compelling reasons include the rising rations of the Chinese economy in world economy, and the Chinese currency in international settlements. On the other side, the Chinese currency is not free usable currency still, and its exchange rate is not governed by market. Whether update world monetary system would obtain additional stability or contrary increase risks depends on many factors including sovereign states’ ability to cooperative behavior.

Abstract
The article discusses a simple method for estimating the probability of sovereign default function based on the determination of the key factors for the assessment of default and their weighting factors according to the statistics for the group of countries which past history contains the event. Pilot calculations are implemented for identifying the specified default functions for the two groups of countries - Ecuador, Argentina, Mexico and Thailand, South Korea and Russia. On the basis of these estimates specifics of defaults are revealed in the different regions of the world and in every country within these regions. The generalization of the proposed method is drafted for carrying out a large-scale applied research.

The article reveals the main directions of joint work of the IASB and financial accounting standards of the United States in the field of standards convergence, is a retrospective of events and activities on issues of convergence statements. Provides an overview of the main directions of the governmental program of reforming of the Russian accounting and reporting in accordance with International financial reporting standards, provides examples of the application of International financial reporting standards in individual countries. In order to further the implementation of activities in the field of translation of Russian accounting to International financial reporting standards proposals to improve individual Russian standards based on International financial reporting standards and develop new standards.

Abstract
Article is written by experts of the Russian banking sector and discusses the negative trends in the development of medium-sized banks in the Russian Federation. The main way to reverse the situation that the authors see potential in, is the use of the main competitive advantage of medium-sized banks - high flexibility. For medium-sized banks, it is desirable to choose the sphere of activity in which flexibility is a strategic necessity. One of the most attractive areas - Private Banking. It is proved that the active work with the main categories of wealthy clients (international language - HNWI and especially the less affluent ones - NWB) will contribute to a strengthening of the competitive position themselves medium-sized banks and stabilize the economic base of the entire existence of the middle class in Russia.

Abstract
Transfer prices are most commonly used by banks as an internal self-financing component of the system for monitoring the efficiency of the units. However, the potential power of the transfer pricing methodology allows us to extend it over a wide range of tasks, including managing profitability, liquidity and risk. Interest in these issues on the part of financial institutions is largely provoked by the current economic situation, which requires the construction of a functioning integrated financial management system. In order to define the requirements for an information security management of processes of resource transfers of a modern bank, the paper gives the analysis of the theoretical and practical aspects of building a system of transfer pricing, reviews existing models and methodological approaches to automation. It has been demonstrated that substantial number of the banks have poorly developed systems of transfer pricing, characterized by a large number of manual processes, low levels of granularity analytics and weak connection to processes controlling profitability, liquidity and risk. The paper formulates the criteria for evaluation of the maturity level of information support transfer pricing processes. The conclusion is that the best architectural solution for building scalable performance management system of the bank is a solution based on enterprise data warehouse. As an example, a certain product for management on the basis of transfer prices (a mass solution by domestic vendor), is demonstrated as adequate to business expectations.

Abstract
The article presents the analysis of the current situation and observed trends in the global and Russian iron and steel industry. Based on those, several conclusions are made, specifically, that currently the growth in consumption of steel in the world is declining, but there is considerable overproduction of it. Based on the described findings the author describes the long-term prognosis of possible scenarios of development of the Russian steel industry, which is the basis of recommendations to improve the sector’s development strategy in the Russian Federation until 2030. In particular, it is proposed to prepare a transformation scenario, which is a feature of the management of sustainable development of ferrous metallurgy in the conditions of a possible reduction in demand for products, not only in the foreign, but also domestic markets. To do this, it is recommended to include indicators characterizing the economic, social and environmental performance activities into the government policy documents, governing the development of the steel industry. Also, it is recommended to consider the effectiveness of an integrated strategic and its derivatives as the most important innovation of system performance management tool for the activity of Russian metallurgical enterprises and groups.

Abstract
While studying economics as a science and an active sphere of human activity, scientists aim to give consistency to their knowledge, ensure that they are adequate and constructive. To achieve the desired characteristics mentioned economic knowledge they draw on the achievements of other sciences, attracted by their methodology, tools and evidence of logic. In particular, to organize the synthesis of old and new economic knowledge in addition to the economic theory and its application specific discipline - management, marketing, forecasting, planning, accounting, control, analysis, finance, taxes, investments, etc. - Successfully used the scientific and methodological arsenal of mathematics, computer science, psychology, sociology, cultural studies, conflict resolution systems theory and other scientific fields. At various times one or another scientific field has a dominant position in economic science, which gives reason to assign it a specific place- names - natural, classical, neoclassical, behavioral. Currently dominated by the neo-classical (mainstream) the concept of the economy. The center is marked by the concept of economic man (homo economicus). It’s sort of a poluchelovek-polurobot, who knows everything, remembers everything and calculates, having stable “selfish” preferences, always act rationally, maximizing its own profits. Despite the fact that in real life it is not so - a reasonable man (homo sapiens) is always subject to the emotions and very often takes erroneous, irrational decisions - neoclassical economics continues to be zealous in mathematization and informatization of their decisions, completely oblivious to the fall of human trust in the them. In an effort to “humanize” too hard, the best solutions generated strictly deterministic algorithmic information systems, practitioners, economists transformed them into “digestible” options implemented management actions. The last being a broken through the prism of emotional and intuitive inner face of the world, decision- making, are always elements of subjectivity and irrationality. This behavior is inherent in human nature, and therefore subject to scrutiny, learning and improvement. Actually it is engaged and behavioral economics, the main provisions of which are considered in this article.

Abstract
In the article the changes of demographic situation are analysed for the period 1980-2013 in Russia. On the basis of the statistical accounts data of Rosstat for more than 30-years period the dynamics of basic constituents of population reproduction is presented. It is shown as their changes had influence on the forming of the present and the future age and sex structure. An important feature of the modern period is a decrease in the absolute and relative number of working-age population and the ageing of this cohort, significantly reduces the employment potential and making very problematic the implementation of optimistic scenario of economic growth. It is noted that despite the undoubted successes of Russia in the demographic sphere in recent years, the output from depopulation can be short-term due to the nature of the existing age structure and negative changes of the demographic potential in the past. To avoid further depopulation resume with renewed vigor demographic mobilization is necessary for Russia, in which the principal target for demographic policy should become a family with 3-4 children. Exactly such a family should acquire the largest economic and moral support from the state and society.

Abstract
The subject of this article is to identify the principal risks of the Russian insurance companies currently, and analysis of risk management systems of Russian insurance companies formed in accordance with the requirements of the insurance market and the legislation in force. There are the formalized risk management framework of Russian insurance companies, is considered a reflection of the elements of risk management systems in the public reporting of insurance companies. Is considered the necessity formalization the risk management of insurers and conditions for this. Abstract
The purpose of the paper is to analyse private health insurance in Poland and its development opportunities in the context of increasing need for private health care financing. Private health care financing can be considered as one of the methods of sickness risk management applied by households and enterprises. In Poland, despite theoretically wide scope of health services provided by the public system, a significant percentage of households uses privately funded medical services, which are out-of-pocket financed. Out-of-pocket payments contrary to premiums paid for private health insurance are usually unexpected, what provides a direct burden on household budgets, especially important in the case of pensioners, families with many children and people with relatively low incomes. In the paper an overview of health insurance market in Poland compared to European trends is presented. The current situation and the main challenges for the development of private health insurance are discussed.

Abstract
The article dwells on the peculiarities of the organization of inter-municipal co-operation in France. This research is subject to analize the structure of interaction of municipal institutions, based on the data about the development of french agglomerations. Objective of the research: to determine possible development directions of inter-municipal cooperation in the Russian Federation by analizing the French regional development policy. Processing of statistical information, which allowed to give qualitative characteristics of the organization of inter-municipal cooperation in France, was carried out in this research; Thus also helped to determine its role in the economic development of France and especially in its metropolitan regions. There were used the methods of analysis, synthesis, comparison, systematic observation and other methods of cognition. It was concluded, that in spite of the constructional complexity of inter- municipal cooperation system in France positive results still has been achieved. The possibility of using foreign experience in Russia was also revealed. Peripheral territories of the largest cities in metropolitan areas exhibit tendency to transform into agglomerations, so, in this terms, organization of low-leveled, decentralized and efficient structure of inter-municipal cooperation was identified as a main goal. Experience of the Big Paris metropolitan area was used and reviewed in the article as the main example of agglomeration development. Keywords: France, Big Paris, agglomeration, regional development.
