Abstract
In the recent years, mankind has actually formed a concept of development - that including the economic one - up to 2030. As the base model adopted was the sustainable development, as the new type of economy - the economy with clear environmental priorities. At the heart of these provisions are the decisions of the UN conferences, associated with the adoption of sustainable development goals (SDGs) (2015), the approval of a new plan to combat global climate change (2015), the implementation of the green economy model as the basis for the transition to sustainable development (2012). The article analyzes the UN Millennium Development Goals, which are the precursors of the SDGs, showing the possibility of their adaptation and use in Russia.The authors argue that to overcome the crisis and to implement the long-term problems in Russia the priority objectives should be the following: the transition to sustainable development; the change of raw materials export model to a model with a «green» features; the development of human capital.

Abstract
In this article the author examines the phenomenon referred to in the current scientific and expert literature as the fourth industrial revolution or the industry 4.0. Since this issue has become a major subject of discussion at the World Economic Forum in Davos in 2016, the author analyzes the position of its chief ideologist Klaus Schwab, set out in his works and speech at the forum. We consider the threat of rising inequality due to the onset of a new technological era, which should substantially change the existence of the mankind. It is concluded that such a threat is not of any importance. Result analysis of the leading analytical companies’ research of the core of impending technological revolution - that is, data processing and telecommunications industry - led to the conclusion that the expectations of the Davos Forum in relation to the rate of conversionare redundant. At the same time one cannot deny the existence of a certain scientific and technological reserve,enough for large-scale transformations of the technological space in the developed world.

Russia especially interested in the experience of the leading countries in the sphere of state economy regulation to analyze, adapt and evaluate possibilities to use the decision of problems for the Russian economy.There is analyze of Ireland’s system of strategy planning where especial consider the theme of planning spatial development national economy. The result of the analysis is identification the peculiarities functioning system of strategic planning in Ireland and the definition of the approach to spatial development of Irelandthrough the way to format and promote poles of growth.

Abstract
The article is devoted to the dynamics assessment of oil prices since mid-2014 and the analysis of its determinants. It has been established that the cause of the current oil crisis was the continuing overproduction of oil, due to near-zero growth of the world economy and the market entry of a large numberof non-conventional hydrocarbon reserves, production of which has become profitable thanks to the ultra-high oil prices in 2006-2013. Taken together, this has led to a change in the landscape of the oil market and revealed the reluctance of member countries of OPEC to influence the price levels by reducing the supplyof oil for the fear of losing their market share. Prepared is the medium term forecast of oil prices dynamics according to the analysis of factors that determine it.

Abstract
The study subject of this article is one of the most relevant instruments governing the activities of the central bank - refinancing. The purpose of this paper is to analyze the instrument in terms of its compliance with the essence of money in today's monetary system. Refinancing as a tool of the Central Bank came under “golden standard” monetary system, while under current conditions there is a fiduciary type of thesystem, involving the use of other instruments of market processes regulation. As a result, the study concludes that the current existing practice of refinancing is self-contradictory; it does not contribute to the equilibriumof the market development in the sphere of monetary circulation. The methods of research used in the article were the analysis and synthesis of organic consistency of the material, and some others. Results are meant for application in regulating activities of the Central Bank.

There is a set of the risks and stop factors which have put the financial organizations in a certain framework and have not allowed to lower operational expenses due to influence of geographical, temporary and human factors.The technological orientation from banks towards banking by means of remote systems of service is shift of focus on key tendencies of development of the banking sector, such as: orientation to certain segments, development of financial brokering, automation of labor-intensive and expensive processes, modernization of infrastructure of services and systems, strengthening of a strategic role of data and analytics.The understanding of the key directions of development of the banking sector promotes increase of efficiency of activity of banks and loyalty of clients.

Abstract
Today, hedge funds are some of the most effective financial players able to show high earnings despite the crisis in the global economy and international financial markets. However, their work iscontroversial: often the high yield means the specific ways in which hedge funds reach greater heights, upto the impact on the transformation of world economic relations. The article uncovers the basic directions of such influence: the use of «event-related» strategies on the example of Argentina, which default the hedge funds had commercialized; the development of regulations and launching Trans-Pacific Partnership, which inthe long term will create conditions for the expansion of hedge funds; the involvement of hedge funds in the strong price movements on the example of Brent oil price fluctuations.Noteworthy is also the question of what financial institutions ought to be referred to the hedge fund category.In the case of extension of the term the dimensions of the problem can expand progressively.

Abstract
In the article the author’s approach to the identification of the theoretical foundations of the state of regional economic policy. The importance of historical perspective that allows you to see the evolution of views on the development of the productive forces and the formation of the state as an active economic actors. An attempt is made to move away from the dichotomy «capitalism - socialism» and pay attention to such categories as chrematistics, cosmopolitan economy, the national political economy, industrial educationof the nation, peripheral capitalism. Based on the analysis the outcome of discussions on the reform of 1991- 1992. and later as the utterances of opponents and followers held in the course of those years, showing thelimitations of the theoretical foundations of reform advocates. Based on the findings of science Geopoliticsis that the objectives of the reform, at least from the Western economic advisers to the government and a number of international organizations-made: the goal - the elimination Soviet Union as a competitor in the geopolitical arena - were achieved. Spatial aspects of the reform, based on the theoretical foundations of the«new economic geography», which, in turn, is based on the idea of the free market, has made substantially reduced industrial base the Asian part of Russia and its employment potential. Loss of population in this part of the country are now posing serious problems, according to the desire (need) turn to the East. It is proposed to recall the experience of Russian thinkers and practitioners of economic modernization in Russia / Soviet Union of yesteryear.

The distinctive features of the market are the transnationalization of goods and services, the creation of networks of economic branched chains. This is reflected in the variety of goods and services, in the consideration given to the qualitatively new demands of individual consumers, in the increase of information-intensive properties in the content of goods and services, in the changing of forms of the population’s economic activity, in the business striving for risk-based rapid income, in the endless variations, modernization and economy adjustments to innovations and painful shocks. In addition, at an ever-increasing amount of information the behavior of modern man is inclined to the rational-irrational reactions, which also gives economic development an increased dynamism and pushes the existing economic arrangements for the next change

Abstract
Implementation of innovative approaches and continuous improvement of technological processes is the reason for successful work of any enterprise. In addition, those changes are highly successful which are necessary to apply and the necessity is analyzed in detail. The economic effect of their realization has to be calculated beforehand. Six Sigma methodology has tools of statistical analysis and control whichcan define true reasons of process problems and estimate the extent of their influence on final result. Thispaper demonstrates by using clear examples how it’s possible to increase the effectiveness of management decisions in process optimization by means of statistical inference.Statistical inference of Six Sigma is based on applying methods of parametric and nonparametric statistics which make it possible to check hypotheses about influence of different factors on output process parameters.Such methods are regression analysis, analysis of variance, comparison of centers and scatters of statistic sample, appraisal of 2.The result of statistical inference of Six Sigma application is definition of true reasons of process defects.It enables to focus on removal of key problems and achieve the utmost result without wasting limited resources.Six Sigma methodology has a complex set of tools for quality improvement and variety reduction. It has already been successfully applied for many years by the leading world companies. This methodology is begging to be realized in Russia. Applying Six Sigma approach during improvement process in Russian enterprises contributes to quality increase and competitiveness of domestic production, growth of GDP and economic potential of the country.

Abstract
The article deals with the problems that small business in Russia face today and uncovers the basic barriers for small businesses, as well as their development trends, in times of crisis.The article argues that small business promotes an increase in the tax base for the budgets of different levels, helping to reduce unemployment and provide the market complete of goods and services. Small business affects the development of the economy, stabilizes its internal processes, and has a stimulating effect.The author speculates that nowadays small business in Russia is experiencing serious difficulties that consistent work is needed to overcome, above all, it is necessary to further improve the legislation, financial support for small businesses, to improve the efficiency of regional development programs for small andmedium-sized businesses, to regulate economy, to eliminate administrative barriers and overcome corruption. Also, the article notes that small business in Russia is characterized by the duality of its position. On the onehand, small business is provided with many benefits, subsidies and aid. On the other hand, it becomes the firsttarget in case of even the minimal crisis.

Abstract
The author addresses the development and improvement of theory and methodology of economic analysis in a new phase of economic development. In the development of economic analysis as a science they can highlight three stages: traditional, industrial and postindustrial. The author points to the synthetic nature of the new post-industrial paradigm of economic analysis. Postindustrial paradigm of economic analysis is characterized by the evolution of views on the subject, object and tools of economic analysis. A crucial role in the development of economic analysis is the process of ordering (regulating) the methodic of economic analysis, the expression of processing the totality of unified approaches to the analysis of different areas of activity of the analyzed organizations. The process of ordering relies on phenomenological features of the subject and object of economic analysis, and phenomenology (methodology) of economic analysis
