Abstract
In March 2014, the US and the EU announced sanctions against Russia. No one authoritative international body approved or endorsed these sanctions, but by some other countries imposed them later too. Mostly they were NATO members and allies of the USA. The sanctions were explained as measures that can forced the Russian Federation to strictly follow the requirements of the United States and some other Western nations for Russian position on the issue of Ukraine. Basically, sanctions were aimed at the international isolation of Russia, the weakening its economy, discrediting the President of the Russian Federation, and the formation of the image of Russia as a rogue state.International isolation of the Russian Federation is organized in several areas: in the areas of trade, investment, economic, scientific, educational, technical-technological and military cooperation. There are reasons to expect that the next medium-term period will be rather difficult for the Russia» economy in general and for the domestic financial system. The challenging external and domestic economic conditions will entail undesirable consequences: the deterioration a situation in external trade and in fi ancial sphere, the acceleration of the capital outfl w, the decrease in volumes of production and profi of a number of producers, primarily working for export, the slowdown in technological re-equipment of production, etc.Under these conditions, the center of gravity of economic policy of domestic economic entities logically shifts from external to internal sources of financing, and the state concentrates on promoting socio-economic development of the Russian Federation, encouraging and supporting advanced and promising activities, innovative individuals, sectors and regions of the country.

Abstract
The main condition to pass from the existing stagnation trend towards sustainable growth for the Russian economy is solving of the existing structural problems such as a degradation of the national production of the investment equipment and a technological dependency of the national economy that fi results in a high dependency of the economic growth of the external financing sources. Opportunities for overcoming the structural restrictions by the development of the import substitution in the production of investment equipment required in the main segments of the national economy are considered in this report. The financing restrictions are supposed to be negotiated by the means of the special purpose emission for prioritized investment projects in different segments of the national production, agriculture and housing construction.

Abstract
The article is devoted to the problems of crisis management, related to the emergence and development of the crisis. Analysis of the works of scientists revealed approaches associated with resource theory and the concept of dynamic abilities in relation to Russian organizations that require additional research. Crisis management strategy has an important role to stabilize the financial and economic state of the Organization in crisis, therefore, must be subject to continuous improvement, take into account the impact of external and internal factors on the development of business should focus on the implementation of measures to prevent and overcome crises and prevent crises in the future. Abstract
This article is dedicated to describing the results of Delphi Study, organized by the author from April to July of 2014 in 11 countries of Central and Western Europe, including Russia. Those countries have a similar history of software development process maturity in last 15 years. Study was focused on engineer’s perception and experience in change implementation in software development processes. The main problems, defined in study and this article, are organizational resistance, change management, typical risks in change implementation in software domain and measurements of risk’s effect reducing. Also there are major recommendation for process management optimization and specific risk management in IT domain.

Abstract
Continuing the tradition, in the next life story the author tells about another great scientist - Alexander Vasilevich Chayanov.Complex fate awaited this scientist intellectual - he survived several arrests and deportations during which he continued to work.As the founder of the Russian and Soviet cooperation, Chayanov created many works on the theory of the cooperative movement in agriculture. The author emphasizes that the ideas of a great scientist are still very relevant in our time.Certain chapters are devoted to A.V. Chayanov’s relations with other famous scientists, M.I. Tugan-Baranovsky,Pervushin, N.D. Kondratyev, as well as the V.I. Lenin, I.V. Stalin and N.I. Bukharin.Unfortunately, the works of the scientist had not received an objective assessment in due time, and to recreate the historical image of our country development during the transition period and our economic science such an assessment is very necessary. Now is the time when rehabilitation of the scientist is supported by the publication of his heritage.

Abstract
The article investigates the approaches to assessing the economic security of export deliveries of fuel and energy resources in the face of a possible counteraction of the global market. The authors give an analysis of possible compensatory measures, the most important of which is the reorientation of uses of hydrocarbon resources towards the predominantly domestic consumption. It appears promising to organize gas liquefaction plants in the coastal areas of the northern Russia with potential sea deliveries to the world market, thus decreasing some of the threats of the uncertainty of demand for this product. The article analyzes the areas of interaction of different types of transport in the development of new gas fi in the Arctic zone of the country. As a tool of quantitative estimates the authors use an intersectional interregional model of optimization with transport sector detailed in the block.
