This article is devoted to the issues of motivation and assessment of the effectiveness of the introduction of large-scale sanctions against Russia from the viewpoint of foreign analytical centers and experts. The author offers her analytic study of the legal justification for the sanctions policy provided by developed countries. The objective of this research is to present an understanding of the motives behind the sanctions imposed, the attitudes of the expert analytical community, and the effectiveness of such policies. The methods of the analytic research include synthesis of the studied data set, abstraction, induction, deduction, and a systemic approach to analysing socioeconomic problems. The conclusion states that sanctions policy has become a foreign policy instrument on a global economic scale, supported, among other things, by international organisations.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>санкции</kwd><kwd>эффект</kwd><kwd>экономика</kwd><kwd>импортозамещение</kwd><kwd>торговля</kwd><kwd>экспорт</kwd><kwd>импорт</kwd></kwd-group><kwd-group xml:lang="en"><kwd>sanctions</kwd><kwd>effect</kwd><kwd>economy</kwd><kwd>import substitution</kwd><kwd>trade</kwd><kwd>export</kwd><kwd>import</kwd></kwd-group><funding-group><funding-statement xml:lang="ru">Статья подготовлена по результатам исследований, выполненных за счет бюджетных средств по государственному заданию Финансовому университету.</funding-statement></funding-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Giumelli F.
