В статье представлены результаты анализа динамики, структуры и характера участия стран Всеобъемлющего и прогрессивного соглашения о Транстихоокеанском партнерстве в глобальных цепочках добавленной стоимости. В результате проведенного анализа выявлены тенденции, оформившиеся в международном производстве в XX в. Определено, что для развивающихся стран Всеобъемлющего и прогрессивного соглашения о Транстихоокеанском партнерстве характерна более высокая степень вовлеченности в международное разделение труда. Вместе с тем показано, что, несмотря на высокую степень вовлеченности развивающихся стран Соглашения в глобальные цепочки добавленной стоимости, они в большей степени выступают в качестве поставщиков ресурсов, а также «сборочных пунктов», при этом характер участия приводит к закреплению их технологического отставания. На основе анализа объема затрат стран — участниц партнерства на НИОКР определено, что в развитых странах постепенно происходит передача внутренних функций государства в части поддержки и развития науки в пользу корпоративного сектора. Сделан вывод о том, что подобная тенденция способствует монополизации корпоративным сектором сферы научно-технологических достижений и формирования олигополий из ограниченного числа корпораций — технологических гигантов.

The paper presents an analysis of the dynamics results, structure and nature of the participation of the countries of the Comprehensive and Progressive Agreement on the Trans-Pacific Partnership in global value chains. The analysis result revealed trends that took shape in international production in the 20th century. It has been determined a higher involvement in the international division of labor characterizes that the developing countries of the Comprehensive and Progressive Agreement on the Trans-Pacific Partnership. The study shows that, despite high involvement of the developing countries of the Agreement in global value chains, they act more than suppliers of resources, as well as assembly points, while participation leads to the consolidation of their technological backwardness. Based on the analysis of the countries cost taking part in the partnership for R&D, it was determined that in developed countries, the internal functions of the state are gradually being transferred in terms of supporting and developing science in favor of the corporate sector. The authors concluded this trend contributed to the monopolization of scientific and technological achievements sphere by the corporate sector and the formation of oligopolies from a limited number of technology giant corporations.
