Трудности, с которыми сталкивается наша страна при решении этой задачи, заставляют обратиться к изучению опыта зарубежных стран, преуспевших в указанном переходе. К их числу относятся Германии, Японии и США, в течение длительного времени устойчиво лидирующие как в сфере разработки и использования передовых технологий, так и в области развития обрабатывающей промышленности. Предметом исследования является оценка механизмов государственного стимулирования обрабатывающей промышленности, применяемых в странах с развитой рыночной экономикой, в призме целевых установок и подходов к функциональному назначению сектора, которым они следуют. Целью исследования является определение пределов эффективного использования механизмов государственного стимулирования обрабатывающей промышленности Германии, Японии и США. Методологическую основу исследования составляют: всеобщие и общенаучные методы познания и исследования, включая системный и логический методы, анализ, синтез, аналогию; частнонаучные методы, такие как экономическая компаративистика и др. Анализ практики использования механизмов государственного стимулирования обрабатывающей промышленности Германии, Японии и США показывает, что эффективное использование наработанных и хорошо известных в мире механизмов государственного стимулирования обрабатывающих производств требует в каждом случае отдельного комплексного и взвешенного подхода к их применению при четко определенном целевом фокусе такого использования, а также с учетом специфики субъектов, к которым они обращены, и многоуровневой среды, в которой они действуют.</p></abstract><trans-abstract xml:lang="en"><p>The need to ensure the transition of Russia to the six technological mode, of creation of the adequate conditions for this and effective management of such a transition, make the authors turn to the analysis of modern mechanisms used for this purpose, including the state stimulation of the manufacturing industry, which has a leading role in the consolidation of such a transition. The difficulties faced by our country in this task make us turn to the study of the experience of foreign countries that have succeeded in this transition. These includeGermany,Japanand theUnited States, which have long been the steady leaders in the development and use of advanced technologies and in the development of the manufacturing industry as well. The subject of our study was the assessment of the mechanisms of state incentives for manufacturing industry used in countries with developed market economies, through the prism of the objectives and approaches to the functional purpose of the sector. The aim of the study was a determination of the limits of effective use of the mechanisms of state stimulation of the manufacturing industry inGermany,Japanand theUnited States.
